DR KS YADAV, DY. DIRECTOR EDUCATION (WEST-A) BLATANTLY DENIES REPLY TO RTI APPLICATION FILED UNDER RTI ACT 2005

Chief Information Commissioner (CIC) rules that all Public & Private Schools are under the ambit of Right to Information Act 2005

As you all are aware that our children have been deprived of good, quality & productive education for such a long time due to poor management, unwillingness of the teachers to teach, wimps and fancies of the school management giving a total commercialized stature to the school and that we in astitva are constantly fighting with the Directorate of Education putting all our efforts & adopting all ways, means and methods to extract information from the school so that the school is forced to stop commercialization of education and starts imparting good, quality and productive education to our children.

The corrupt and selfish officers & staff of the Directorate of Education, due to their selfish motive, have been deliberately and intentionally pleading for and openly siding the Private schools ignoring thier severe irregularities, thereby giving them a sort of open licence to run the school at thier self desire and according to thier own wishes. Following this, the Directorate of Education had been constantly denying information that is sought by several applicants who felt their wards were being deprieved of good and quality education.

In a recent incident, The Dy. Director Education in response to an RTI filed by DN Srivastava, Chairman seeking information about the irregularities and against the heavy commercialization of Cambridge Foundation School, Rajouri Garden. Information that was asked from the Dy. Director Education (West - A) has not at all been replied by him. On the contrary, very astonishingly, the RTI has been replied by the Chairperson, Cambridge Foundation School, Rajouri Garden - "Since we are private school and private schools are not covered under the RTI Act 2005 therefore the application cannot be replied".
In fact, since the job responsibility of the Dy. Directors of the concerned zones very clearly speak that the DDEs are supposed to carry out routine inspection in every school under their jurisdiction, in order to check and verify the irregularities and violations of DSEA Act, violation of directions / instructions of the Director of Education, Govt. of NCT of Delhi, and that their is no commercialization of education in the school, the information was sought by Shri DN Srivastava on the basis of the inspections carried out by the DDE (West - A) in Cambridge Foundation School, Rajouri Garden. But to our utter surprise, the same was not replied by DDE (West-A). We are unable to digest

1. why the information sought from the DDE (West-A) was sent to the
Principal, Cambridge School, Rajouri Garden for providing the
information?
2. Would the principal of the school be able to provide the report available in
the inspection file of the DDE (West-A) unless the the irregularity in the
school is with the connivance of the DDE (West-A) and his staff?
3. Does the above not clearly show and explain that the irregularity in the
school is clearly because the DDE (West-A) permitted and allowed them to
do so.
Now, that the Central Information Commission has ruled that the private & public schools all shall come within the ambit of RTI Act 2005, it is hoped that the concerned Dy. Directors of the concerned zones, who do not perform their duty sincerely and honestly, and the one's who are mum 'cause they are accepting costly gifts, are Chief Guest in the annual function of the school, and who are least bothered about the life and career of the children of this country, are now onwards going to face a tuff time.
Dy. Directors posted in the Department of Education, Govt. of NCT of Delhi must understand or should rather clearly and must know that children are the future of this country - Bharat, and any leniency in their affairs shall not and never be tolerated at any cost. This is violation of Child Rights - acceptable in no way at all.
